An arcade is frontage wherein the fagade may abut the sidewalk at <br />the frontage line. This frontage type is conventional for retail use. <br />The arcade shall be no less than 12 feet wide and may not overhang <br />the sidewalk but may be within 5 feet of the parkway or sidewalk. <br />4.5 PUBLICLY ACCESSIBLE OPEN SPACE <br />In order to provide relief from the intensity of <br />development within the MEMU Overlay Zone and provide <br />for a high level of pedestrian connectivity and activity <br />throughout the Metro East area, it is necessary to provide <br />a variety of open space opportunities. Publicly accessible <br />open space areas shall be designed to optimize linkages <br />and connections with adjacent properties within the <br />District. Further, open space areas shall encourage active <br />use and pedestrian activity between the public and the <br />private realm. <br />A. To achieve well-designed and highly amenitized open <br />space areas that are accessible to the public, new <br />development will be required to include an open <br />space component that is accessible to the public <br />through the main street -facing fagade entry of the <br />project. These areas may be inclusive of a front setbad< <br />or driveway areas, but may not include parking areas or <br />rear setbacks to satisfy a private open space <br />requirement. All new development within the MEMU <br />Overlay Zone shall provide publicly accessible open <br />spaces as a percentage of the total development <br />site area as follows: <br />Public plaza <br />1. Neighborhood Transitional District: 5 percent <br />2. Village Center District: 10 percent <br />3. Active Urban District: 15 percent <br />4. Office District: 15 percent <br />
