-EDIBT provided high-level feedback for <br />strategic refinements. including: <br />-Developing land use policies, standards, and <br />objectives to create a destination -oriented <br />mixed-use environment <br />-Producing high-quality projects to activate the <br />area and be a catalyst for future developments <br />-Completing a comprehensive economic and <br />fiscal analysis to evaluate allowing additional <br />mixed-use development and understanding <br />long-term impacts <br />-Potentially reevaluating existing caps on net <br />(new) development in the MEMU. <br />The following spoke on the matter: <br />• Howard D. Hall, expressed concern over blight in community and delay <br />in building facility. <br />• Cathi Decker, Friends of Santa Ana Zoo Executive Director, addressed <br />City Council to request changing street name to Zoo Drive and <br />supportive of any improvements that compliments the Zoo. <br />• Desi Reyes, opined narrow window of opportunity to develop First <br />Street, area is blighted, and lack of development in area. <br />Mayor Pulido closed the Hearing and Council discussion ensued. <br />Councilmember Villegas motioned to approve recommended action one <br />Councilmember Sarmiento, supportive of developing area, need to ensure <br />inclusion of housing for Santa Ana residents, and development of multi- <br />family homes. Noted continued effort to develop area, proposed project <br />departs from current housing policy, and need to address housing goals. <br />Mayor Pro Tem Martinez, expressed concerned as to development project <br />tied to an overlay expansion. Asked who gave authority to allow developer <br />to pay for Environmental Impact Report, (EIR). <br />City Attorney Carvalho, indicated planning department presented to City <br />Council with qualified EIR consultants, staff chooses consultant from list, <br />but is unable to identify staff memberwho authorized payment.
