<br />PROJECTAPPROACH
<br />The successful delivery of this key project requires
<br />a Team that is collectively committed to achieving
<br />total client satisfaction; provides an exceptional level
<br />of experience In roadway, bike/pedestrian pathways,
<br />active transportation, utilities, landscape and traffic
<br />design; has the depth of expertise and resources
<br />to be flexible and responsive; and recognizes the

<br />as well as the requirements for quality, We believe
<br />Tetra Tech is offering that exact "ream for your
<br />consideration.
<br />Our approach Includes assigning experienced
<br />and qualified staff to perform the required duties
<br />under the direction of our Senior Project Manager,
<br />Wayne Richardson, PE, LEED AR Wayne has
<br />designed and overseen the design of roadway and
<br />infrastructure Improvements PS&E in Southern
<br />California for the last 25 years, He is supported
<br />by an experienced team of Engineers, Designers,
<br />Landscape Architects, Environmental and and
<br />Structural Engineers,
<br />Mr, Richardson will meet with the City Project
<br />Manager and the Project Design Team (PDT) to
<br />discuss all aspects of the task, goals, objectives
<br />and expectations. He will then prepare a Project
<br />Management Plan, with a Work Plan, including a
<br />welt -defined scope of work, staffing plan, schedule,
<br />and budget for the City for the City Project
<br />Manager's review and approval. The work plan will
<br />Identify stakeholders and support an approach to
<br />engage the community in the design development
<br />process. Following approval, the Tetra Tech'ream
<br />will commence work by implementing our proven
<br />Work Plan, systems and procedures in accordance
<br />with the contract.
<br />Our Project Management will ensure that all
<br />subconsultant staff are performing according to the
<br />City's expectations. The City will benefit from our

<br />Team's ability and flexibility to match your project
<br />schedule with our extensive skilled resources.
<br />We are familiar with and will adhere to the City's
<br />project delivery and design requirements, as well
<br />as the applicable Caltrans, Metrolink (SCRRA),
<br />CPUC, FTA and County of Orange standards and
<br />requirements. As we have executed this type of
<br />project many times before, we know the estimated
<br />project schedule for completion of similar active
<br />transportation projects design to bid ready PS&E.
<br />It Is expected that the Project is Categorically
<br />Exempt from CEOA and is excluded from the NEPA
<br />requirements. The stakeholders and reviewing
<br />parties may Include the City, US Army Corps of
<br />Engineers Section, California Department of Fish
<br />and Wildlife (CDFW), the Orange County Flood
<br />Control District (OCFCD), the Santa Ana Regional
<br />Water Quality Control Board, SCRRA, CPUC,
<br />Caltrans, and the local Community, To successfully
<br />deliver this Project, the City will benefit from the
<br />Tetra Tech Team's extensive experience working
<br />closely with these stakeholders. Plan checks
<br />will also be provided by the City of Santa Ana's
<br />Design, Development, Traffic, Water, Sanitary, and
<br />Construction Engineering Divisions in addition to
<br />the Parks and Recreation Division, Reviews by the
<br />Planning and Building Agency, Orange County Fire
<br />Authority will be coordinated by the City.
<br />Tetra Tech will recommend and provide a list of all
<br />entities that must be coordinated with for proper
<br />completion of this project. Additionally, reviews by
<br />utility companies and other entities and agencies
<br />will be coordinated by Tetra Tech,
<br />PRELIMINARY DESIGN
<br />The Approach for this Project will follow Tetra Tech
<br />well -established procedures continued for similar
<br />design projects. Our initial meetings will identify
<br />all of the City's requirements with regard to the
<br />proposed improvements to safely accommodate the
<br />pedestrian path. We will first perform a thorough
<br />review of the project documents developed to date.
<br />Our approach will combine exacting Discovery
<br />for a detailed understanding of the Project with
<br />
