EXHIBIT A <br />SCOPE OF SERVICES <br />Summary of timing and fees: <br />1. Draft discussion outline to staff on Tuesday, October 9, 2018, the discussion outline will give <br />the City the information requested (no supplemental pension trust or additional Ca1PERS <br />contribution analysis, but a description of available City options). <br />2. Initial staff meeting Thursday, October 11, 2018. <br />3. Executive staff meeting October 17, 2018. <br />4. Executive Summary following October 17, 2018, with timing to be determined. <br />5. Fees: <br />a. Basic analysis including first staff meeting actual costs up to $9,000 <br />b. Council meeting — actual costs up to $1,000 (assuming no significant additional work <br />is needed) <br />c. Executive staff meeting actual costs up to $1,000 (assuming no significant additional <br />work is needed) <br />d. Executive summary (if needed) actual costs up to $1,500-2,000 <br />Mary Beth Redding is planning on being the presenter at all the above meetings. To meet the above <br />timing it is important that we begin as soon as possible but before we can start City shall provide <br />Consultant with the City's June 30, 2004 through June 30, 2013 and the June 30, 2017 Ca1PERS <br />reports. We understand the City has EPMC for all "Classic" employees and a cost sharing with <br />Safety (Police) Classic (Police pay 12% of the City contribution (9% paid by City & 3% paid by the <br />EE). Once the prior reports are received there may be additional questions about EPMC and/or <br />Police cost sharing. Please note Consultant did not change the fee ranges from the earlier estimate, <br />but because the City has EPMC for classic employees and cost sharing for Police, Consultant expects <br />actual charges will be towards the upper end of the range for the basis analysis. <br />The City has not requested any supplemental pension trust or CalPERS additional contribution <br />scenarios but, if desired, that additional work would be approximately $1,500 to $2,500 (contingency <br />amount), depending on the requested scenarios. If this work is desired, the parties shall discuss the <br />preparation of this analysis. <br />
