Council Committee Member Sarmiento announced Council Committee Member <br />Benavides will serve as Chair in the absence of Chair Martinez. <br />Council Committee Member Benavides announced that Mayor Pro Tem Martinez sent <br />a letter to both Council Members Benavides and Sarmiento providing information, <br />perspective, opinion and consideration for the MEMU Project. <br />2. Presentation on Metro East Mixed Use Overlay Zone (MEMU) Proposed Zoning <br />Updates and Expansion (Strategic Plan No. 3, 2; 5, 3; 5, 4) (Minh Thai, PBA) <br />Minh Thai, Executive Director of Planning and Building presented an overview of the <br />status, proposed policies and map changes. The Committee discussed proposed <br />amendments and concerns on the current MEMU. <br />Council Committee Members concerns are that the MEMU has not attracted projects <br />with a balanced ratio of housing units to commercial square footage. The policies and <br />implementation of the MEMU have not facilitated the creation of commercial centers for <br />the community. Past projects have fell short of the desired intent and vision of the <br />MEMU. <br />Council Committee Members asked staff to bring back recommendations for <br />consideration by the full City Council in October to incorporate strategic modifications to <br />the policies and objectives of the MEMU. Staff will continue working to complete in- <br />depth technical analysis pertaining to economic and fiscal impacts, land use policies, <br />design guidance and bring back recommendations from the Committee to the City <br />Council for consideration at a future meeting date. <br />Council Committee Member Sarmiento clarified that Mayor Pulido attended the meeting <br />as a member of the Public and Santa Ana resident. <br />3. YMCA RFP Discussion on Next Steps (Strategic Plan No. 3, 5a) (Council <br />Committee Member Benavides) <br />Council Committee Members provided a recommendation to staff to approach two of <br />the proposers with the potential to collaborate and send to future council meeting with a <br />recommendation. <br />4. Item pulled by City Manager prior to meeting. <br />5. OC Streetcar Branding Concepts — OCTA Andrea West (Strategic Plan No. 3, 2C, <br />4B; 6, 1G) <br />City Manager Raul Godinez introduced OCTA representative Tresa Oliveri to provide <br />an overview of the OC Streetcar Branding Project. <br />Tresa Oliveri presented milestones reached and introduced the next steps they are <br />approaching.
