REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 16, 2018 <br />TITLE: <br />AWARD PURCHASE ORDER TO <br />NATIONAL AUTO FLEET GROUP INC., <br />FOR CHEVROLET BOLT ELECTRIC <br />VEHICLES (SPECIFICATION NO. 18-087) <br />(STRATEGIC PLAN NO. 6,2) <br />wrolluumly- mm W, <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize a one-time purchase and payment of purchase order to National Auto Fleet Group Inc., <br />forthe purchase of six Chevrolet Bolt electric vehicles in an amount notto exceed $211,471, subject <br />to non -substantive changes approved by the City Manager and City Attorney. <br />The Finance and Management Services Agency, Facilities, Fleet Maintenance and Central Stores <br />Division is responsible for the acquisition, maintenance, repair, and replacement of vehicles, trucks, <br />and maintenance equipment. In an effort to promote and enhance the City's effort to purchase <br />alternative fuel vehicles, six older sedans purchased between 2004 and 2006 have been identified <br />to be replaced with Chevrolet Bolt electric vehicles. Specifically, two of these replacement vehicles <br />are assigned to Planning and Building Agency and four are part of the City Pool Car fleet that are <br />used on an as -needed basis. <br />Due to the electrification efforts of many jurisdictions throughout the nation, a new Climate Mayors <br />EV Purchasing Collaborative was recently created to provide cities and counties a cost effective <br />method to procure electric vehicles and charging station infrastructure. Currently, over 400 cities <br />have joined this collaborative effort in their ongoing commitment with mitigating impacts climate <br />change. The City went out to bid about 6 months ago and awarded a contract to Guaranty <br />Chevrolet. Guaranty informed us in writing that their pricing would remain the same for these 6 <br />vehicles. Subsequently, we found this new Mayor's Collaborative that would save approximately <br />$4,000 per vehicle. <br />Santa Ana Ordinance No. NS -2312 authorizes the City to purchase against contracts from any <br />public agency utilizing a competitive bid process. The Climate Mayor's Collaborative awarded a <br />contract to National Auto Fleet Group (NJPA contract # 120716 -NAF) for procurement of electric <br />vehicles as a result of open competitive bidding on behalf of its members, which includes <br />government agencies. The awarded contract is valid through January 17, 2021 and is in <br />accordance with the City's existing Purchasing Guidelines. <br />22A-1 <br />
