HRCA No. HRCA-2017-32, HRC No. HRC -2017-31 <br />HPPA No. HPPA-2017-36 <br />October 4, 2018 <br />Page 2 <br />historical property any building or part thereof, object, structure, or site having importance to the <br />history or architecture of the city in accordance with the criteria set forth in Section 30-2 of the <br />Santa Ana Municipal Code (SAMC). This project entails applying the selection criteria <br />established in Chapter 30 of the Santa Ana Municipal Code (Places of Historical and <br />Architectural Significance) to determine if this structure is eligible for historic designation to the <br />Santa Ana Register of Historical Properties. The first criterion for selection requires that the <br />structures be 50 or more years old. <br />The structure identified meets the minimum selection criteria for inclusion on the Santa Ana <br />Register of Historical Properties pursuant to criteria contained in Section 30-2 of the Santa Ana <br />Municipal Code as the property is 77 years old. No known code violations exist on record for this <br />property. <br />The property, recognized as the M.C. Walker House, is located within the Washington Square <br />neighborhood boundaries and has distinctive architectural features of the Minimal Traditional <br />style. The residence was built in 1941 by Roy Russell, a notable developer and prominent local <br />builder credited with developing the groves of Floral Park in the late 1920s and 1930s. <br />Symmetrical in plan, the M.C. Walker House has an intermediate hipped roof with closed eaves <br />that slightly overhang and is clad in contemporary asphalt shingle roofing throughout. The <br />exterior is clad in horizontal wood siding and the fenestration are symmetrical, featuring a <br />prominent multiple panel bay window. In addition, the M.C. Walker House incorporates tripartite <br />fixed and double hung windows on the primary elevation while the north and west elevations <br />feature double hung windows. Furthermore, the home incorporates transitional elements of the <br />modern streamline homes, such as a rounded porch above the entryway. Character -defining <br />features of the M.C. Walker House that should be preserved include, but may not be limited to, <br />materials and finishes: fenestrations (symmetrical wood windows and bay window), horizontal <br />wood siding, roof shape and materials (asphalt shingles); and an overextended roofline to form a <br />rounded porch over the entryway. <br />It is recommended that the M.C. Walker House be designated to the Santa Ana Register of <br />Historical Properties and categorized as "Contributive" because it "contributes to the overall <br />character and history" of the Washington Square neighborhood and "is a good example of period <br />architecture," representing the Minimal Traditional style in Santa Ana (Municipal Code, Section <br />30-2.2). <br />Mills Act Agreement <br />Ordinance No. NS -2382 authorized the Historic Resources Commission to execute Historic <br />Property Preservation Agreements (HPPA), commonly known as Mills Act agreements for <br />eligible properties (Exhibit 3).
