REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />OCTOBER 16, 2018 <br />CLERK OF COUNCIL USE ONLY: <br />TITLE: <br />APPROVED <br />1-1 <br />APPROVE A DENSITY BONUS AGREEMENT TO <br />❑❑ <br />ALLOW A 418 UNIT AFFORDABLE SENIOR <br />RENTAL COMMUNITY AT 2222 EAST FIRST <br />❑ <br />❑ <br />STREET <br />❑ <br />{STRATEGIC PLAN NOS. 3,2; 5, 3} <br />r <br />bify MANAGER <br />RECOMMENDED ACTION <br />As Recommended <br />As Amended <br />Ordinance on 1� Reading <br />Ordinance on 20d Reading <br />Implementing Resolution <br />Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a Density Bonus Agreement with <br />Santa Ana Senior Associates, a California Limited Partnership, or assigns, for a 55 -year term, for <br />the development of a 418 -unit affordable senior rental residential community at 2222 East First <br />Street, subject to non -substantive changes approved by the City Manager and City Attorney. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on September 11, 2017, the Planning Commission recommended approval <br />of the Density Bonus Agreement No. 2017-01 by City Council as conditioned to allow construction <br />of a 418 -unit affordable senior rental residential community at 2222 East First Street located in the <br />Metro East Mixed Use Overlay District (OZ -1). Planning Commission approved the recommended <br />action on September 11, 2017 by a vote of 5:2 (Contreras -Leo and Nguyen opposed). <br />This item was continued from the Regular City Council meeting of May 1, 2018 with direction for <br />staff to provide additional information on the following issues: <br />The Housing Element prioritizes large family housing due to the larger household size and <br />younger age of the City's population. As an affordable senior housing project the increased <br />density permitted by this agreement will serve a different segment of the population without <br />supportive services tailored to the population. <br />The MEMU is intended to create a unique urban environment that provides a mix of housing <br />in order to encourage a continuum of living and a variety of household types.- There are four <br />affordable housing projects with entitlements in the expanded MEMU area. he Orchard at <br />60A-1 <br />
