SEEK SUPPORT FROM COUNCIL MAJORITY TO DIRECT STAFF TO <br />AGENDIZE DISCUSSION AND POLICY DECISION TO REQUIRE FISCAL <br />ANALYSIS ON ALL ZONING AND NEW DEVELOPMENT PROJECTS — <br />Mayor Pro Tem Martinez <br />Mayor Pro Tem Martinez, noted fiscal development standards on new <br />development have not been performed, important for City not rely on sales <br />tax, more consistency with property tax revenue. Supports requirement that <br />developers perform a fiscal analysis and impact to infrastructure report. <br />Councilmember Solorio, inquired if item can be incorporated in the General <br />Plan. <br />Director Thai, noted analysis discussed by Mayor Pro Tem Martinez is <br />generally not part of the General Plan, General Plan examines overall fiscal <br />changes and City wide land use impact, but not project specifics. <br />Councilmember Solorio, suggested General Plan drives what kind of uses <br />are allowed and include major economic components that may connect and <br />could be integrated. <br />Director Thai, recommended developing policy to address projects and <br />economic analysis for land use and zone changes.
