MINUTES FROM THE REGULAR MEETING OF SEPTEMBER 18, 2018 <br />{STRATEGIC PLAN NO. 5, 11 — Clerk of the Council Office <br />MOTION: Approve Minutes. <br />ORDINANCES/SECOND READING <br />In the event a Councilmember recorded an "abstention" before consideration of the following <br />ordinance(s) on first reading, such abstention will also be reflected in the minutes for second reading. <br />Placed on first reading at the September 18, 2018 City Council meeting and <br />approved by a vote of 4-3 (Benavides, Martinez and Sarmiento dissented). <br />Published in the Orange County Reporter on September 21, 2018. <br />Mayor Pro Tem Martinez, opposed to item. Expressed concern over giving <br />by -rights to development without providing a community benefit and <br />opposed to continued practice; need to find a balance between commercial <br />and residential development; request that staff ensure appropriate labor is <br />used in development projects. <br />Mayor Pulido, motioned to approve recommended action in the affirmative; <br />seconded by Councilmember Solorio. <br />Councilmember Benavides, noted previous opposition to item, but <br />supportive under the condition that staff follows standard working policies <br />and practices. <br />Minh Thai, Executive Director of Planning and Building, provided City <br />Council with overview of working policy to be presented to the Economic <br />Development, Infrastructure, Budget and Technology (EDIBT) Committee <br />before ultimately bringing before the City Council for consensus to provide <br />clarity in directing development community and allow future projects to <br />move forward under the existing MEMU. <br />CITY COUNCIL MINUTES 5 OCTOBER 2, 2018 <br />
