Development Streamlining Code Amendments (Strategic Plan No. 3,2; 5,3) (Minh <br />Thai, PBA) <br />Candida Neal, Planning Manager of Planning and Building presented an overview of <br />the Zoning Ordinance Amendments. The Proposed Amendments are Service Stations, <br />French Park and Heninger Park, Two -Family (R2) and Townhouse and Educational <br />Institutions. The Historic Resource Commission will oversee the two Historical <br />Districts, French Park (SD -19) and Heninger Park (SD -40). <br />Ms. Neal explained that the City does not require a Conditional Use Permit (CUP) for <br />Educational Institutions. Council Committee Member Martinez requested the number <br />of charter schools in Santa Ana compared to other cities in Orange County. Planning <br />and Building Agency conducted a survey of 5 cities in the surrounding area and <br />discovered that they all require a CUP for Educational Institutions. Public schools <br />currently do not follow a Conditional Use Permit (CUP). However, the new Zoning <br />Ordinance will require Public School Districts to abide by the new Ordinance. <br />Council Committee Member Benavides asked for clarification regarding the difference <br />between public and Private Educational Institutions. Ms. Neal explained that public <br />schools will have to go through the same process as private schools zoning ordinance. <br />Council Committee Member Benavides recommended to inform the School Districts in <br />advance of the new proposed Zoning Ordinance. <br />Ms. Neal spoked on the proposed changes to the Two -Family (R2) and Townhome <br />standards. The current standards were last updated in 1991. The Amendment is <br />designed to clarify and simplify the development language. It will allow to build 3 -story <br />townhomes and modify parking requirements. It will help to address some of the <br />numbers and create new opportunities for low to medium density housing. <br />Council Committee question and answer period ensued. <br />2. General Plan Land Use Alternatives (Strategic Plan No. 3,2) (Minh Thai, PBA) <br />Minh Thai, Executive Director of Planning and Building provided an update to the <br />EDIBT Committee on the status of the General Plan update and commits to give a <br />quarterly report. They have made significant advances towards completion. One of <br />the major steps is the Land Use portion what is going to evaluate and how they are <br />going to grow. Staff has worked with other Departments Heads and a Consultant to <br />identify these study areas that will be presented today to get direction from the <br />Committee. The presentation will also be presented to the full Council to ensure the <br />proposed study areas are the vision of City Council and the Community. <br />Verny Carvajal, Principal Planner of Planning and Building, thanked Mayor Pro Tem <br />Martinez for helping them through the Southern California Association of Governments <br />(SCAG) process.
