<br />PLANNING COMMISSION AGENDA 3 JULY 23, 2018 <br />TO EXPAND AND AMEND THE METRO EAST MIXED USE OVERLAY ZONE, AND <br />SITE PLAN REVIEW NO. 2018-02 FOR THE ELAN MIXED-USE PROJECT - CITY OF <br />SANTA ANA AND WERMERS PROPERTIES, APPLICANTS {STRATEGIC PLAN NOS. <br />3, 2; 5, 3; 5, 4} <br /> <br />RECOMMENDED ACTIONS: <br /> <br />Metro East Mixed Use Overlay Zone Expansion and Amendments Project: <br /> <br />Recommend that the City Council: <br /> <br />1. Certify the Subsequent Environmental Impact Report (SCH No. 2006031041) for the <br />Metro East Mixed Use Overlay Zone and Elan projects, make findings pursuant to the <br />California Environmental Quality Act, adopt the Mitigation Monitoring and Reporting <br />Program, and adopt a Statement of Overriding Considerations; <br /> <br />2. Approve General Plan Amendment No. 2018-03; <br /> <br />3. Approve Amendment Application No. 2018-06; and <br /> <br />4. Approve Zoning Ordinance Amendment No. 2018-03. <br /> <br />Elan Mixed-Use Project: <br /> <br />Direct staff to prepare, and bring back for consideration at a future meeting, a Resolution of <br />the Planning Commission adopting Site Plan Review No. 2018-02 for the Elan mixed-use <br />development project at 1660 East First Street, contingent upon the City Council taking final <br />action on the Subsequent Environmental Impact Report, General Plan Amendment, <br />Amendment Application, and Zoning Ordinance Amendment referenced above. <br /> <br /> <br />ADMINISTRATIVE MATTERS <br /> <br />2. ELECTION OF OFFICERS FOR THE 2018-2019 TERM <br /> <br />RECOMMENDED ACTIONS: <br /> <br />1. Elect a Chairperson of the Planning Commission for the 2018- 2019 term. <br /> <br />2. Elect a Vice Chairperson of the Planning Commission for the 2018- 2019 term. <br /> <br />3.
