metro east mixed-use overlay zonemetro east mixed-use overlay zonemetro east mixed-use overlay zone <br />EL <br />K <br /> <br />L <br />A <br />N <br />E <br /> <br />PALM STREET <br />MA <br />B <br />U <br />R <br />Y <br /> <br />S <br />T <br />R <br />E <br />E <br />T <br />Active Urban District <br />The Active Urban District is intended as the location for well-designed <br />high rise mixed use developments in a highly urbanized environment that <br />capitalizes on the exposure and access provided by two adjacent freeways, the <br />Santa Ana (I-5) and Costa Mesa (SR-55), and three major arterials (First <br />and Fourth Streets and Tustin Avenue). Development in this District is <br />envisioned to reflect signature architecture that reinforces the identity and <br />character of Metro East as a vibrant urban village that serves as a regional <br />employment and activity center. The Active Urban District will include <br />major office, residential, commercial, hotel, and entertainment <br />opportunities that are more intensive in scale and design than the adjacent <br />Village Center. Developments in this District may combine office, <br />commercial, and residential uses within one vertical mixed use-building <br />with commercial on the ground floor and office or residential on the upper <br />floors or a mix of uses within freestanding buildings on the same site. <br />Developments will be designed to showcase an amenity-enhanced <br />environment that provides numerous open space opportunities within <br />this urban environment for the enjoyment of residents, employees, and <br />visitors, and to promote pedestrian connections between this District and <br />the Village Center as well as Cabrillo Park located north of Metro East area. <br />Office District <br />The Office District contains existing low-to high-rise office development <br />along Tustin Avenue and adjacent to the Santa Ana (I-5) Freeway. These <br />developments were in place prior to establishment of the MEMU Overlay <br />Zone and will be maintained exclusively as office to promote and <br />maintain a healthy balance between office, commercial and residential <br />land uses within the Metro East area. <br />8 <br />1-55
