Map D2 best fulfills the spirit of <br />the CVRA lawsuit. It gives voice to the Vietnamese residents (a community of interest) of the north- <br />west corner of Santa Ana by including them within the ward with the highest percentage of Asian - <br />American citizens on voting age on the west end. Maps C and C2 do not. The north-west Vietnamese <br />community has been part of the disenfranchised Vietnamese community in Santa Ana for decades. <br />Restoring their voting rights must be part of correcting this injustice. <br />Second, Map D2 uses the Santa Ana riverbed as the dividing line. The Vietnamese community is <br />separated from the rest of Santa Ana by the Santa Ana Riverbed. Including the north-west Vietnamese <br />community as in map D2 will allow this community to have a voice. Maps C and C2, which do not <br />entirely use the Santa Ana riverbed as a dividing line, would disenfranchise them once again. <br />Third, in Map D2 the Ward with highest percentage of Asian -American citizens of voting age overlaps <br />entirely with the Garden Grove School District. For parents and families it will reinforce the sense of <br />community for their children and that is vital to building a thriving city. <br />Fourth, Map D2 allows the dense community of renters in Ward C to have a voice. Many families are <br />struggling with high rents, and it is critical that they have a voice in city hall. <br />Lastly, we ask that the following sequence for by -ward election for map D2 be adopted: A - Ward 1 - <br />2020, B - Ward 3 - 2020, C - Ward 5 - 2020, D - Ward 2 - 2022, E - Ward 4 - 2022, and F - Ward 6 - <br />2022. <br />Please feel to contact me at <br />Respectfully, <br />Miguel Hernandez <br />Executive Director <br />M <br />ae�4�% <br />♦ Ak •o. <br />AT: w*1404"o <br />OCCCO <br />together in faith, forward for justice <br />if you have any questions. <br />
