October 30, 2018 <br />Mayor Pulido and City Councilmembers <br />City of Santa Ana. <br />On behalf of OCCORD, I would like to express our strong support for Map D2 which`{ <br />best reflects the spirit of the CVRA. It gives voice to the Vietnamese residents (a <br />community of interest) of the north-west corner of Santa Ana by including them within <br />the ward with the highest percentage of Asian -American citizens of voting age on the <br />west end. Maps C and C2 do not. The north-west Vietnamese community has been part <br />of the disenfranchised Vietnamese community in Santa Ana for decades. Restoring their <br />voting rights must be part of correcting this injustice. And it is only for that precise <br />reason the community litigated against the city of Santa Ana. <br />Secondly, Map D2 uses the Santa Ana riverbed as the dividing line. The Vietnamese <br />community is separated from the rest of Santa Ana by the Santa Ana Riverbed. Including <br />the north-west Vietnamese community as in map D2 will allow this community to have a <br />voice. Maps C and C2, which do not entirely use the Santa Ana riverbed as a dividing <br />line, would disenfranchise them once again. <br />Thirdly, in Map D2 the Ward with highest percentage of Asian -American citizens of <br />voting age overlaps entirely with the Garden Grove School District. For parents and <br />families it will reinforce the sense of community for their children and that is vital to <br />building a thriving city. <br />Fourthly, Map D2 allows the dense community of renters in Ward C to have a voice. <br />Many families are struggling with high rents, and it is critical that they have a voice in the <br />city hall. <br />And lastly, we ask that the following sequence for by -ward election for map D2 be <br />adopted: A - Ward 1 - 2020, B - Ward 3 - 2020, C - Ward 5 -2020, D - Ward 2 - 2022, E <br />- Ward 4 - 2022, and F - Ward 6 - 2022. <br />I will be delighted to answer any questions or clarifications you may have. <br />Sincerely. <br />8s'_ % <br />ShakeelSyed <br />Executive Director <br />
