All proceeds from any interest-bearing account established by the Contractor for <br />the deposit of HEAP funds, along with any interest-bearing accounts opened by <br />Subrecipients to the Contractor for the deposit of HEAP funds, must be used for <br />HEAP -eligible activities. Consistent with Health and Safety Code Section 50214 <br />(b), no more than five (5) percent of these proceeds may be used for general <br />administrative purposes. At least five (5) percent of these proceeds must be <br />allocated to establishing or expanding services for homeless youth, as defined in <br />HEAP Program documents. <br />2. Any housing -related activities funded with HEAP funds, including but not limited <br />to, emergency shelter, rapid -rehousing, rental assistance, transitional housing and <br />permanent supportive housing must be in compliance or otherwise aligned with <br />the Core Components of Housing First, pursuant to Welfare and Institution Code <br />Section 8255(b). <br />Homeless Emergency Aid Program <br />NOFA Date: 09/05/2018 <br />20A-22 <br />Contractor's Initials <br />
