Contract Award for Ballistic Armor <br />Plates & Plate Carriers <br />November 20, 2018 <br />Page 2 <br />250 Vendors were notified <br />36 Vendors downloaded the bid packet <br />16 Bids received <br />0 Bid received from a Santa Ana vendor <br />Bids were solicited, opened on October 18, 2018, and evaluated (Exhibit 1). The bid received from <br />East West Consolidated, LLC is responsive to the specifications and meet the City's requirements. <br />The purchase of 311 ballistic plates and plate carriers will outfit all current sworn police staff. Over <br />the next 12 months, the Police Department would like the option to purchase up to 39 additional <br />ballistic plates and plate carriers, on an as -needed basis only. A contingency has been included <br />in the award amount to allow for this. <br />Outreach Efforts <br />Purchases utilizing grant funding prohibits the use of statutorily or administratively imposed state <br />or local geographical preferences in the evaluation of bids or proposals; therefore, the notice <br />inviting bids on the City's online bid management and publication system meets grant guidelines <br />and no further outreach was performed. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 1 Community Safety; Objective # <br />5 (provide high quality Police and Fire/Emergency Medical Services response within the City of <br />Santa Ana). <br />FISCAL IMPACT <br />Funds in the amount of $61,769 are available in the BSCC Police Grants account (12814413- <br />63001-16450401127-3000), and $8,884 in the CDC account (01114450-63001). <br />Santa Ana Police Department <br />EG <br />Exhibit: 1.
