Expressed support for housing ordinance. <br />• Nancy Mejia, expressed support for rent control policy. <br />• Gema Suarez, urged City Council to adopt Remain and Prosper <br />platform. <br />• Dianeria Garcia, in support of Remain and Prosper platform. <br />• Isabel Lopez, expressed support towards rent control initiative. <br />• Marco Moreno, opined need to address resident concerns. Expressed <br />support for rent control initiative. <br />• Marla Sanchez, urged City Council to support community land trusts. <br />Expressed support for rent control initiative. <br />• Alexis Teodoro, opined need address affordable housing and lack of <br />investment in youth. <br />• Debora Castro, addressed City Council to request adoption of rent <br />control and just cause eviction protection. <br />• David Carbajal, expressed support for housing stabilization, rent control, <br />and just cause eviction protection. <br />• Alana Labron, expressed concern over soil lead toxicity levels in the City <br />of Santa Ana and resulting health consequences. <br />• Paul Gonzalez, requested City Council to address housing insecurity. <br />• Ana Torres, urged City Council to support community. <br />Council discussion ensued. <br />Councilmember Villegas, supports dignified housing for low income families <br />and workforce housing; opposed to injustices. <br />Councilmember Benavides, noted that to many on the Council it's a very <br />personal issue; spoke of various mechanisms available and policies that <br />can be maximized. <br />Councilmember Sarmiento, would like to ask that apartment industry <br />propose options, staff to provide models and recommendations for <br />consideration; consider allocating housing opportunity funds for housing <br />needs and Community Development Block (CDBG) and Section 8 funds; <br />perhaps revisit Proactive Rental Enforcement Program (PREP). <br />Mayor Pro Tem Martinez, recounted personal experience that led her to <br />author item; City policies need be to revised to allow for policies to be <br />approved; need comprehensive housing plan to be able to address housing <br />needs; does not support rent control; Sacramento Housing Policies should <br />be considered that are middle of the road and should be considered. <br />CITY COUNCIL MINUTES 8 OCTOBER 16, 2018 <br />10A-8 <br />
