REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 20, 2018 <br />TITLE: <br />APPROVE AGREEMENT WITH <br />PLACEWORKS FOR CONSULTING <br />SERVICES FOR THE GENERAL PLAN AND <br />ENVIRONMENTAL IMPACT REPORT <br />(STRATEGIC PLAN NOS. 3,2A; 5, 6) <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />UT= 1 • y :4 <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15' Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement effective from <br />November 20, 2018 through June 30, 2020 with Placeworks in the amount of $607,884 for the <br />preparation of the General Plan and Environmental Impact Report for the City of Santa Ana, <br />subject to non -substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Staff is preparing a draft General Plan policy framework for City Council consideration in <br />December 2018. Based on the community outreach efforts and the General Plan Advisory Group <br />(GPAG) work, the policy document will include a vision statement, goals, policies, and land use <br />map focus areas. The following are key milestones and next steps towards completion of the <br />General Plan: <br />• Second Outreach Effort (First Quarter 2019) <br />• Technical Studies (Winter 2018/Spring 2019) <br />• EIR Complete (Spring 2020) <br />• Adoption of General Plan Update (Spring 2020) <br />In August 2018, the City of Santa Ana requested proposals for technical studies and associated <br />environmental documents required under the California Environmental Quality Act (CEQA) from <br />the City's list of previously approved planning and environmental consulting firms. A City staff <br />Interagency Proposal Review Team (Planning Division and Public Works Agency) was created <br />and reviewed the four submitted proposals submitted by Placeworks, AECOM, Rincon <br />Consultants and De Novo Planning Group. Interviews were conducted for the top two scoring <br />consulting firms, AECOM and Placeworks. The top two firms were further evaluated on <br />experience, proposal responsiveness, experience with Santa Ana, proposed work plan, <br />thoroughness, staffing, and budget.
