SCOPE OF SERVICES <br />City of Santa Ana General Plan Update EIR and Technical Studies <br />Updated 10/17/18 <br />TASK 1. TECHNICAL STUDIES FOR THE GENERAL PLAN UPDATE <br />The City is requesting specific studies and plans to be completed as part of the General Plan Update. Additionally, other <br />technical components of the General Plan will require updating, such as preparation of a new noise contour map. All <br />work will meet the standards fortechnical supporting documents for a General Plan and Environmental Impact Report. <br />Per the RFP, specific studies and plans that the City is requesting are: <br />• Traffic Analysis <br />• Air Quality/GHGAnalysis <br />• Cultural Heritage Resource Study <br />• Noise Analysis <br />• Hydrology, Water Quality, and Infrastructure <br />• Potable Water and Sanitary Sewer <br />• Service Level Study for Fire and Police <br />• Geology, Soils, and Natural Hazards <br />• Biological Resources <br />The following details our scope for preparing these technical studies. <br />1.1 Traffic Analysis <br />IBI Group will evaluate existing and forecast future traffic conditions for designated study intersections and study <br />roadway segments for the General Plan update. IBI's ongoing work for the Circulation Element presents an opportunity <br />for efficiencies in effort and cost associated with the data collection and existing conditions analysis. <br />The traffic analysis scope assumes that the traffic impact study will include level of service analyses for both <br />intersections and roadways, consistent with the City's current traffic impact analysis guidelines. We have also included <br />in the scope an analysis of vehicle miles traveled (VMT) to provide consistency with the requirements of SB 743. <br />Project Kick-off <br />IBI Group staff will attend a project kick-off meeting at Santa Ana City Hall. This meeting will allow the IBI Group team <br />to learn more about the land use changes proposed as part of the General Plan update and to meet the consultants <br />selected by the City to prepare other technical studies. <br />Meetings <br />IBI Group will attend project update meetings during the term of the contract as requested by the City. For budgeting <br />purposes, IBI Group has assumed attendance at up to six in-person meetings with City staff and an additional six <br />conference -call meetings. Additional meetings would be conducted on a time -and -materials basis. <br />IBI Group staff will attend one Planning Commission meeting or study session, one Planning Commission hearing, and <br />one City Council hearing. <br />October 17, 2018 <br />25F-12 <br />Page 1 <br />
