REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 20, 2018 <br />TITLE: <br />ADOPT A RESOLUTION TO AMEND THE <br />CLASSIFICATION AND COMPENSATION <br />PLAN <br />(STRATEGIC PLAN NO. 7,6) <br />CITY ONAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 e Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a Resolution that amends the City's Basic Classification and Compensation Plan to add <br />three full-time job classification titles and change one full-time job classification title in the Human <br />Resources Department. <br />DISCUSSION <br />On September 18, 2018, the City Council adopted a resolution approving the use of a Third <br />Party Administrator to assume responsibility for the City's general liability and workers' <br />compensation claims administration. This action has resulted in a re -characterization of the <br />duties and responsibilities of staff assigned to these functions and will require reclassifications <br />into new job titles for affected staff in the Human Resources Department. <br />The Executive Director of Human Resources is proposing the creation of job classifications titled <br />Risk Management Analyst (UC) and Human Resources Clerk (UC). These classification titles <br />will better reflect the duties and responsibilities of staff formerly assigned to workers' <br />compensation and general liability functions. The salary rate ranges for these two classifications <br />are the same as assigned to the current staff; therefore, there will be no impact to the <br />departmental budget. <br />An additional change to the Human Resources Department's organizational structure, the <br />creation of a new Administrative Management (AM) job classification, will result in the ability to <br />provide services more effectively. This job classification will be titled Principal Human <br />Resources Analyst (AM) and will plan, manage and supervise the operation of systems and staff <br />for a functional area of the Human Resources Department. This job classification title will be <br />added to the Classification and Compensation Plan but no positions will be funded at this time. <br />5513-1 <br />
