Customers purchase phone time in exchange for opportunities <br />to win chances at internettnetwork based sweepstakes prizes and money. <br />On October 16, 2018, the City Council adopted Urgency Ordinance No. NS -2956 establishing a <br />forty-five (45) day moratorium on the approval, commencement, establishment, operation, <br />relocation or expansion of cyber cafes and internet access businesses within the city. <br />The current provisions of the Santa Ana Municipal Code allow cyber cafes in specific zones, and <br />sets forth the operational standards for such businesses. The provisions of the Santa Ana <br />Municipal Code require further review, study, and possible revision in order to respond to recent <br />75C-1 <br />
