APPROVE A DENSITY BONUS AGREEMENT TO ALLOW A 418 UNIT <br />AFFORDABLE SENIOR RENTAL COMMUNITY AT 2222 EAST FIRST <br />STREET {STRATEGIC PLAN NOS. 3, 2; 5, 31 — Community Development <br />Agency <br />Planning Commission approved the recommended action on September <br />11, 2017 by a vote of 5-2 (Contreras -Leo and Nguyen dissented). <br />Councilmember Benavides, requested clarification if item is a senior citizen <br />affordable housing project and if funds have been committed by City; does <br />not support item. <br />Steven Mendoza, Executive Director of Community Development, <br />confirmed that it is a senior citizen affordable housing project. Noted <br />developers side -letter request of $60 million and subsequent City denial. <br />Councilmember Benavides, noted that developer had made prior <br />commitment to not request City funding. Expressed concern over <br />inconsistencies and lack of transparency specific to density bonus. <br />Councilmember Sarmiento, noted that item is a non-binding commitment <br />that would allow applicant to seek financing based on density bonus <br />agreement. <br />Executive Director Mendoza stated that applicant would pursue financing <br />through private sector. Upon City Council approval, developer would be <br />issued building permits and commence construction. <br />Councilmember Sarmiento, indicated applicant may return to City Council if <br />additional financing is needed. <br />Executive Director Mendoza noted that City would be required to perform <br />appropriate analysis if City funding is requested. <br />Councilmember Sarmiento, noted staff report is comprehensive and <br />includes comments made at previous meeting. Opined need to revisit <br />housing configuration to be consistent with housing needs. <br />Executive Director Mendoza stated that project consists of 262 one <br />bedroom units, 65 two bedroom units, and 91 studios. <br />CITY COUNCIL MINUTES 5 OCTOBER 16, 2018 <br />10A-5 <br />
