YMCA building and Caribou Industries proposal <br />We strongly support the adaptive re -use of the historic YMCA building at 203- 205 West <br />Civic Center Drive, Santa Ana, and are encouraged by the proposal made to the city by <br />Caribou Industries. The building is listed on local, state and national registers and was <br />designed by one of Orange County's first architects, Frederick Eley, in 1923. It's a fine - <br />and now, rare- example of Mediterranean Revival architecture in a prominent location in <br />downtown Santa Ana, our county seat. Preserve Orange County is thus very interested <br />in seeing this wonderful building returned to productive use. <br />We note that in their letter to the city dated October 29, 2018 Caribou Industries <br />expresses the intention to maintain the building's "historic integrity." While we <br />appreciate this expression of intent, and expect that the city would require nothing less <br />of a developer of the YMCA, we recommend that any agreement the city enters into <br />explicitly requires Caribou- or any developer- to apply the Secretary of the Interior <br />Standards for Rehabilitation throughout the project. The standards are federal <br />guidelines for the adaptive re -use of buildings of historic significance. We would also <br />recommend that the city require regular monitoring of the project by a third party that <br />has professional qualification standards. <br />Preserve Orange County <br />www.preserveorangecounty.org ( <br />
