ABSENT: Tinajero (1) <br />*Motion failed. <br />Councilmember Benavides, in support of reconsidering item to include top <br />five issues for staff to review in order to continue discussion. <br />Councilmember Solorio, proposed reviewing issues presented by <br />community, vacant property tax, and to provide recommendation to City <br />Council in one month. <br />Councilmember Benavides, in support of reviewing Sacramento policy, <br />concerns presented by community, and vacant property tax. <br />Councilmember Solorio, proposed staff to identify 10-15 issues relevant to <br />the community to be presented in a workshop or study session. <br />Councilmember Benavides, introduced motion to have staff provide City <br />Council with preliminary update at the October 30, 2018 City Council <br />meeting to direct staff to analyze Sacramento Tennant Protection and Relief <br />Policy, review draft language presented by community, consider vacant <br />property tax and staff to identify 10-15 issues relevant to community to be <br />presented at a work study session. <br />City Manager Godinez, recommended item be presented as a Special City <br />Council meeting on the third week of November as a work study session to <br />allow further discussion and review. <br />Councilmember Villegas, opined need to review information thoroughly and <br />not rush item. <br />CLOSED SESSION REPORT — No reportable actions. <br />PUBLIC COMMENTS <br />• Rosalia Vargas, expressed support of cooperative policy item 19D. Thanked City Staff <br />for their work in preparing policy. <br />• Ana Urzua, opined worker cooperative policy will create prosperity for people that is <br />often out of reach. Expressed support for item. <br />• Joyce Noche, Co -Legal Director of Immigrant Defenders Law Center, noted project <br />accepts all cases up to capacity without screening. Thanked City Council for their <br />continued support. <br />• Cynthia Felix, Staff Attorney of Immigrant Defenders law Center, addressed City <br />Council to share successful casework and to thank them for their continued support. <br />CITY COUNCIL MINUTES 10 OCTOBER 16, 2018 <br />
