of Santa Ana is not paying for this pilot project, but SCAG procured Kosmont <br />Companies to initiate this study. Mayor Pro Tem Martinez asked to move forward to <br />City Council to initiate the Pilot project. Citywide and Mixed -Use Economic Assessment and Supplemental (MEMU) <br />Design Policy Implementation Programs {Strategic Plan Nos. 3,2,3,4; 5,3} (Minh <br />Thai, PBA) <br />Candida Neal, Planning Manager of Planning and Building, presented an overview in <br />response to Council Committee Members concerns for the MEMU expansion and <br />requested economic impact assessment. They are looking at the economic <br />assessment to have a citywide approach. The first part is Economic Assessment <br />Framework and the second part is Design Policy Implementation Program. The <br />Development Capacity Report assesses the impact of the proposed project of the <br />MEMU. Ms. Neal explained that the principles of the MEMU Design Goals and <br />Policies were implemented per Council Committee request. <br />Council Committee Member Sarmiento requested to include in the framework the <br />type of unit mix to avoid_ misperception at the end of the process. <br />Council Committee Member Benavides thanked staff for implementing the intent and <br />interest on the MEMU expansion as previously discussed. <br />Mayor Pro Tem Martinez stated she will provide comments in writing directly to <br />Planning and Building staff. <br />6. Food Truck Island Permit Process (Strategic Plan Nos. 3,3c) (Councilmember <br />Benavides) <br />Council Committee Member Benavides reminded the Committee about discussions at <br />previous City Council meetings and at EDIBT about how food trucks can apply for <br />permits to run the business in a private property over someone selling on a public <br />street or public -right-of-way. <br />Alvaro Nunez, Code Enforcement Manager clarified that food trucks are allowed to <br />operate on private property via the land use certificate process as a temporary <br />approval. Mr. Nunez reminded the Committed that staff is looking to implement a <br />pilot program, instituting some type of food truck island permit, to allow set up on <br />October 22, 2018 1 Economic Development, Infrastructure, Budget & Technology Minutes <br />
