REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 4, 2018 <br />TITLE: <br />APPROPRIATION ADJUSTMENT <br />ACCEPTING U.S. DEPARTMENT OF <br />JUSTICE OFFICE OF JUSTICE <br />PROGRAMS 2018 BULLETPROOF <br />VEST PARTNERSHIP PROGRAM <br />GRANT <br />{STRATEGIC PLAN NO. 1, 3B} <br />CIT'AYANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 18' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve an appropriation adjustment recognizing $39,999.69 in Department of Justice, Office of <br />Justice Programs Bulletproof Vest Partnership Program grant funds in the Department of Justice <br />Grant Fund revenue account (no. 12714002 52000) and appropriate same to the Department of <br />Justice Grant Fund — Programs expenditure account (no. 12714411 - 63001). <br />DISCUSSION <br />The United States Department of Justice, Office of Justice Programs has awarded the Santa <br />Ana Police Department a 2018 Bulletproof Vest Partnership (BVP) Program grant. The <br />Bulletproof Vest Partnership was created by the Bulletproof Vest Partnership Grant Act of 1998. <br />The BVP program reimburses counties, federally recognized tribes, cities, and local jurisdictions <br />up to 50% of the cost of body armor vests purchased for police officers. Since 1999, the BVP <br />program has provided federal funds to more than 13,000 jurisdictions for the purchase of over <br />one million bulletproof vests. The BVP grant will facilitate the Santa Ana Police Department's <br />ability to purchase armor vests for police officers by providing the City with a fifty percent <br />reimbursement for each vest purchased. The performance period of the grant is April 1, 2018 <br />through August 31, 2020. During FY 2018-19, the Police Department anticipates purchasing <br />approximately 60 vests, at an estimated cost of $1,000 per vest, for a total cost of $60,000. Of <br />this amount, the City will be reimbursed $30,000. During FY 2019-20, the grant will reimburse the <br />City for half of the purchase cost of 20 vests, or approximately $10,000. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item assists the City in meeting Goal #1 — Community Safety, Objective #3B <br />(Promote ongoing efforts to obtain grant funding for activities that will assist in preventing, enforcing <br />and reducing criminal activity and traffic collisions. <br />20A-1 <br />
