provide and install advanced energy-efficient lighting fixtures and <br />controls in the Ross Annex Parking Garage, in an amount not to <br />exceed $39,928, inclusive of a 5% contingency in the amount of <br />$1,901, subject to non -substantive changes approved by the City <br />Manager and City Attorney (AGMT. No. 2018-260). <br />2. Authorize the City Manager and Clerk of the Council to execute an <br />agreement with Southern California Edison to provide a $13,536 <br />no -interest On -Bill Financing and $1,979 in incentives to fund RFP <br />No. 18-070, subject to non -substantive changes approved by the <br />City Manager and City Attorney (AGMT. MAIN STREET (STRATEGIC PLAN NOS. 5, 3) — Planning and <br />Building Agency <br />Mayor Pro Tem Martinez, proposed amendment to staff recommendation <br />to include in the motion that fee be paid by developer upon issuance <br />certificate of occupancy. Motion seconded by Councilmember Villegas. <br />Planning Manager, Vince Fregoso, noted that payment will be due prior to <br />issuance of Occupancy Certificate. <br />AMENDED MOTION: Authorize the City Manager, City Attorney, and <br />Clerk of the Council to execute an agreement with Eastcom <br />Corporation (the "Owner") to defer the payment of the Residential <br />Development Fee pursuant to Article IV, Section 35-111 of the Santa <br />Ana Municipal Code (SAMC) and that Certificate of Occupancy will not <br />be issued until deferred fees are paid, subject to non -substantive <br />changes approved by the City Manager and City Attorney for the <br />property located at 888 N. Main Street (AGMT.
