FY 2018.19 First Quarter General Fund Update {Strategic Plan No. 4,1) (Sergio <br />Vida, FMSA) <br />Sergio Vidal, Acting Executive Director of Finance and Management Services <br />provided summary of the General Fund Budget Summary, FY 2018-19 General Fund <br />First Quarter Revenue and Expenditures, Vacancy Report and next steps for financial <br />information for the current year for the City, Council Committee question and answer <br />period ensued. <br />Affordable Housing Funding Solutions (Strategic Plan No. 5,3; 5,4) (Mayor Pro <br />Tem Martinez) <br />• Presentation by Ted Chandler and Ernesto Medrano, AFL-CIO <br />Housing Investment Trust and LAIOC Building and Construction <br />Trades Council <br />Mayor Pro Tem Martinez brought this item forward seeking housing solutions and <br />funding options. Mr. Ted Chandler, (via telephone) Chief Operating Officer of the <br />AFL-CIO Housing Investment Trust and Mr. Ernesto Medrano, Council <br />Representative of Los Angeles and Orange Counties Building and Construction <br />Trades Council presented opportunities for investment partners and funding options <br />for Santa Ana affordable housing developments. <br />Mayor Pro Tem Martinez thanked Mr. Chandler and Mr. Medrano for their time. She <br />looks forward working with them. Staff will work with Mr. Chandler and Mr. Medrano <br />on the next steps. <br />3. Tax Increment Financing Study (Strategic Plan No. 6,1) (Mayor Pro Tem <br />Martinez) <br />• Presentation by Kimberly Clark, Regional Planner— Data & GIS <br />Southern California Association of Governments (SCAG) <br />Mayor Pro Tem Martinez introduced Ms. Kimberly Clark, Regional Planner Specialist <br />of Southern California Association of Governments (SCAG). Mayor Pro Tem <br />Martinez wanted to introduce this Pilot SCAG project to City Council for about a year. <br />SCAG has agreed to fund a study using Mr. Joseph Dieguez, Senior Vice President <br />of Kosmont Companies to create a tax increment financing study area, which could <br />provide an opportunity to fund infrastructure. Ms. Clark, provided the background on <br />Tax Increment Financing Study Areas while Mr. Dieguez provided information on the <br />Santa Ana study area. The Committee considered the map and added the <br />Opportunity Zone overlay and the grade separation area on 17th Street from the <br />Santa Ana freeway east to Grand Avenue. <br />Mayor Pro Tem Martinez thanked Mr. Mendoza and Mr. Thai, SCAG staff and <br />Kosmont Companies.
