REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />CLERK OF COUNCIL USE ONLY: <br />DECEMBER 4, 2018 <br />Warner Avenue to St. Andrew Place <br />TITLE: <br />APPROVED <br />ADOPT A RESOLUTION AUTHORIZING <br />❑ As Recommended <br />THE SUBMISSION OF APPLICATIONS <br />EI As Amended <br />Or <br />❑ Ordinance on 15' Reading <br />FOR BICYCLE CORRIDOR <br />❑ Ordinance on 2n° Reading <br />IMPROVEMENT PROGRAM GRANTS <br />❑ Implementing Resolution <br />(STRATEGIC PLAN NO. 1, 313) <br />❑ Set Public Hearing For <br />CONTINUED TO <br />r <br />FILE NUMBER <br />CI 1ANAGER <br />RECOMMENDED ACTION <br />Adopt a resolution authorizing the Executive Director of the Public Works Agency to submit six <br />applications for Bicycle Corridor Improvement Program grants. <br />DISCUSSION <br />The Orange County Transportation Authority (OCTA) issued a call for Bicycle Corridor <br />Improvement Program (BCIP) applications for federal Fiscal Years 2019-20 through 2023-24. <br />BCIP is a federally funded program which provides construction funds for projects that improve <br />safety and convenience for bicycle commuters. <br />In response to this call, staff prepared and submitted six applications for the following projects: <br />• Protected Bike Lanes on Bristol Street: <br />Warner Avenue to St. Andrew Place <br />• Protected Bike Lanes on Bristol Street: <br />St. Andrew Place to Edinger Avenue <br />• Protected Bike Lanes on Bristol Street: <br />First Street to Washington Avenue <br />• Protected Bike Lanes on Bristol Street: <br />Civic Center Drive to Washington Avenue <br />• Protected Bike Lanes on Warner Avenue: Oak Street to Grand Avenue <br />• Protected Bike Lanes on Memory Lane: <br />The City Drive to Flower Street <br />The grant program guidelines require submission of an authorizing resolution (Exhibit 1) to <br />complete the applications. The project descriptions include estimated costs (Exhibit 2) and the <br />general locations of the projects shown in the project location map (Exhibit 3). <br />The proposed projects will provide needed bicycle infrastructure, including protected bike lanes. <br />These projects will improve traffic safety, encourage active transportation, and increase mobility. <br />Although the application deadline is November 15, 2018, the grant program guidelines allow the <br />authorized resolution to be submitted after the application deadline. <br />55C-1 <br />
