City of Santa Ana General Plan Update <br />December 4, 2018 <br />Page 2 <br />result of 14 meetings held in 2017, the GPAG developed a vision for the future of Santa Ana and <br />identified core values of special importance to the community. In addition, the GPAG reviewed <br />and refined draft goals and policies for each General Plan element and produced a conceptual <br />focus area map. In order to affirm direction, staff presented a summary report of the advisory <br />group's work product to the City Council in June 2018 and highlighted the Vision and Core <br />Values at a separate meeting in July 2018. Following the City Council affirmation of the Vision <br />and Core Values, staff held a series of pop-up events throughout the City to share the statement <br />and values with the community. The community was supportive of the vision and the various <br />pop-up events ultimately highlighted each core value. <br />In Summer 2018, staff formed an interagency General Plan Technical Advisory Committee (GP <br />TAC) with representatives from the City Manager's Office, City Attorney's Office, Community <br />Development Agency, Parks, Recreation and Community Services, Public Works, Police <br />Department and key representatives from the Orange County Fire Authority (OCFA). The role of <br />the GP TAC is to provide informed feedback on draft goals, policies, and programs while <br />assisting in resource collection and peer review of background data and maps in respective <br />areas of specialty. To date, a total of seven meetings have been held to cover each General Plan <br />element and subject area. <br />Results of the initial community outreach effort and the work of the GPAG and GPTAC were used <br />to develop the General Plan Policy Framework which serves as an outline to guide the General <br />Plan document. The Policy Framework contains three parts, each section of which was derived <br />from the work products produced by the Community Outreach Executive Summary, General Plan <br />Advisory Group, General Plan Technical Advisory Committee, and requirements from the State <br />Office of Planning and Research (OPR). <br />1) General Plan Purpose <br />2) Santa Ana's Shared Vision and Focus Areas <br />3) Element Goals and Policies <br />The attached Policy Framework includes an introduction to the General Plan which describes the <br />purpose behind the document, Vision Statement, Core Values and Goals and Policies for each of <br />the proposed General Plan Elements. A separate Implementation Plan will specify programs, <br />implementation actions, responsible agencies, financial resources, timelines and serve as a <br />measurement tool to ensure successful execution of the Goals and Policies established as part of <br />the New General Plan. <br />The following are key milestones and next steps towards completion of the General Plan: <br />• EIR Technical Studies Kickoff (December 2018) <br />• Land Use Focus Area Charrettes (January/February 2019) <br />• EIR Project Description Complete (March 2019) <br />• Draft General Plan (Summer 2019) <br />• Draft EIR - Circulate/Public Review (October -December 2019) <br />65A-2 <br />
