�N7 <br />The Urban Design Element establishes the long range vision for the physical design, visual <br />qualities, and sensory experience of the City. This Element, in coordination with other <br />Elements of the General Plan, orchestrates a safe, functional, and aesthetically pleasing urban <br />environment. Specifically, the Urban Design Element addresses the public realm, building <br />form, and establishes programs and measures to improve the physical setting in which <br />community life takes place while curtailing obsolete, dysfunctional, and chaotic development. <br />The Urban Design Element is an optional General Plan element. Section 65303 of the California <br />Government Code enables a county or city to adopt "any other elements or address any other <br />subjects, which, in the judgment of the legislative body, relate to the physical development of <br />the county or city." An optional element must be consistent with the seven mandatory <br />elements and, once adopted, carries the same legal weight as any of the mandatory elements. <br />Community Considerations <br />Through the community engagement process for this General Plan, participants identified <br />numerous urban design considerations and values that they believe should form the basis of <br />and be addressed by this element. Specifically, participants highlighted the following topics, <br />areas of concern, and community strengths that should are addressed by this Element: <br />• Architectural heritage <br />• Maintain City streetscape <br />• Maintain well designed private property <br />• Graffiti and trash <br />• Trees and greenscape <br />• Creative development <br />• Compatible development <br />• Well designed and accessible public open space <br />• Safe attractive mobility system <br />• People places <br />• Architectural diversity <br />• Sustainable design <br />• Attractive and healthy urban forest. <br />General Plan Policy Framework 65A-53 47 <br />
