INTRODUCTION <br />We're excited to introduce the Santa Ana General Plan: A Shared Vision. This policy <br />framework serves as an outline to our New General Plan which will comply with State law and <br />serve as a blueprint to guide the future development of our City. The Santa Ana General Plan <br />will serve as a tool for achieving our Shared Vision by communicating the vision, values and <br />goals for physical development, sustainability and quality of life for the entire community. <br />Santa Ana is the world-class capital of Orange County that celebrates diversity, <br />neighborhoods, cultural heritage and will be the leader in creativity, sustainability, and <br />that will continue to foster a sense of community. <br />Santa Ana embraces its history and promotes sustainability by creating open space, investing <br />in education, celebrating neighborhoods, and supporting equitable business opportunities. <br />These affirmative statements were drafted by our own community and refined by our General <br />Plan Advisory Group. These aspirations are forward facing, ambitious, and inspiring. They are <br />a reflection of our community values and contain emergent themes of sustainability, culture, <br />diversity, and equity. Our community of ambassadors expects us to follow through with our <br />promise with a New General Plan that holds every stakeholder, business and resident <br />responsible for: Our Shared Vision <br />The Policy Framework contains three components: 1) General Plan Purpose, 2) Santa Ana's <br />Shared Vision, and 3) Element Goals and Policies. <br />GENERAL PLAN PURPOSE <br />Plan Organization <br />Santa Ana's General Plan will be a dynamic working document with new elements to embrace <br />forward looking topics, practices, and philosophies. The new document is based on a Vision <br />Statement and Five Core Values established as part of an extensive community outreach <br />effort. The plan will serve to reflect an inclusive community effort. <br />The Santa Ana General Plan will be organized by three Sections and will cover all seven <br />required elements as required by State Law. These sections are Services and Infrastructure <br />(I), Natural Environment (II), and Built Environment (III). Within these volumes, a total of 12 <br />elements will serve to replace a total of 16 existing elements last revised comprehensively in <br />1982. Four optional elements will be added to cover topic areas of special or unique relevancy <br />to our city. Two existing elements, which include the Circulation and Housing Elements are <br />being amended separately at this time or will be revised as required by State Law*.
