seven percent (47%), compared to a homeownership rate of over fifty-nine percent (59%) in <br />Orange County generally in 2016. <br />(g) Tenants who play by the rules should not have to worry constantly about being <br />evicted from their homes for no reason. Common-sense protections against unfair evictions are <br />needed in the City of Santa Ana to protect long-time and low-income residents from landlords <br />who try to game the system to take advantage of all-time high rents. <br />(h) The City of Santa Ana is the second (2nd) largest of the 34 cities in Orange <br />County. In 2010, the City of Santa Ana's estimated population of 324,528 represented <br />approximately 11 percent of Orange County's total population, ranking the City of Santa Ana as <br />the second most populated city in Orange County behind Anaheim. As of the 2010 Census, the <br />City of Santa Ana has 76,896 housing units. Multi -family housing comprises 41 percent of all <br />housing, of which 10 percent are duplexes, triplexes, and fourplexes. <br />(i) The People of the City of Santa Ana recognize the value of homeownership, and <br />specifically the value of local ownership of rental housing. As such, the Ordinance seeks to <br />balance tenant protections with the rights and interests of residents in the City of Santa Ana who <br />own their homes. <br />0) Since the mid -2000s, residents in the City of Santa Ana have proactively <br />expressed their concerns to the City Council regarding displacement, gentrification, and rising <br />rents in the City of Santa Ana. During this same time period, residents in the City of Santa Ana <br />began hosting educational forums for residents on the issues of rent control and just cause <br />eviction protections. <br />(k) According to the U.S. Census Bureau 2016 American Community Survey, <br />residents in the City of Santa Ana have a median household income of just over $54,062, <br />compared to a median income of more than $78,145 for Orange County. The average rent for <br />two bedroom apartment in Santa Ana is $1,876, a four percent (4%) increase compared to the <br />previous year of 2017, when the average rent was $1,813. At the same time, according to city <br />and census reports, the median household income fell by 1.5 percent during that time period in <br />the City of Santa Ana. <br />(1) Renter households are more likely to be low-income than families who own their <br />homes. The City of Santa Ana's 2014-2021 Housing Element states that more than fifty percent <br />of households (54%) in the City of Santa Ana have incomes that are less than 80 percent (80%) <br />of the Area Median Income (AMI), the low-income threshold as defined by the U.S. Housing <br />and Urban Development Department. <br />(in) A household is considered rent burdened if it spends more than 30 percent (30%) <br />of its gross income on housing costs. According to the City of Santa Ana's 2014-2021 Housing <br />Element, approximately fifty-seven percent (57%) of all renter households in the City of Santa <br />Ana are low-income and rent burdened, which is approximately 21,496 households in the City of <br />Santa Ana. <br />
