MEDIA ARTS SANTA ANA (MASA) <br />OC FILM FIESTA KEY PERSONNEL <br />Victor Payan, Co-Founder/Festival Director, is an accomplished arts administrator and award- <br />winning writer with more than twenty-seven years of experience in festival management, <br />marketing, fundraising, grantwriting, program development and creating youth media <br />programs. A graduate of Stanford University, Mr. Payan is an accomplished arts administrator. <br />He served as Director of Programs for the National Association of Latino Arts and Culture <br />(NALAC) and as Co -Director of the CineFestival en San Antonio Latino film festival. He also <br />served as Co -Chair of the Media Arts Committee for Luminaria, San Antonio's citywide arts <br />festival, and as Curator for the 2018 OC Dia del Niho Festival at the OC Fair & Event Center. He <br />has served as Diversity Consultant for California Presenters and as Latino Audience <br />Engagement Specialist for the Bowers Museum in Santa Ana. <br />Frank Ordonez, Festival Coordinator, is a graduate of LA Valley College's Film School and <br />Glendale College's Animation Program. He served as Festival has worked as a Production <br />Coordinator for several major studios, and has extensive experience in event production. Mr. <br />Ordonez was an organizer of Festival De La Gente (2005-2008), which took place on the <br />Historic 6th street bridge and was the largest Dfa De Los Muertos Art & Music Festival in <br />Downtown Los Angeles. Frank's duties include coordinating communication and festival <br />activities with venues, sponsors, local businesses and community partners. <br />Cesar Arredondo, Volunteer Coordinator/Media Coordinator, Cesar Arredondo is a freelance <br />journalist with more than a decade of experience working for Spanish- and English-language <br />and bilingual media outlets, covering immigration, education, arts, culture, Latin rock, activism <br />and hard news. His works have won three Best of the West journalism awards for the coverage <br />of the Sundance Film Festival and the Occupy movement in Utah, and a recognition from the <br />National Association of Hispanic Publications for an article on education.
