STATEMENT OF QUALIFICATIONS
<br />Our inspectors and technicians are experienced, cross -
<br />trained, and hold multiple certifications including ]CC,
<br />ACI, AWS, ASNT, OSHPD, DSA, NICET, and more
<br />than 500 individual Caltrans certifications, which allows
<br />them to inspect diverse elements of construction
<br />projects simultaneously. This enables us to provide
<br />inspection services for projects in a highly efficient
<br />manner, reducing the overall cost of inspection and
<br />testing programs for our clients. Our team members
<br />have worked together effectively on multiple projects
<br />and bring a higher level of proficiency working with
<br />both FHWA, Caltrans, and local oversight. RMA Group
<br />has undergone monthly audits by multiple agencies on
<br />similar on -call contract projects as those proposed by
<br />the City, and passed every audit successfully. The City
<br />of SantaAna can be assured that we follow all applicable
<br />specifications and that its projects will receive a high
<br />level of consideration to any and all specifications,
<br />provisions, and requirements.
<br />KEYPERSONNEL
<br />The strength of RMA Group lies in within our
<br />professional personnel. The key individuals proposed
<br />for this contract include our most experienced and
<br />capable staff members who have worked on various
<br />major contracts and bring a combination of skills and
<br />knowledge that will bean asset to the City of Santa Ana.
<br />YONAS KEFFELEW I PRINCIPAL -IN -CHARGE
<br />Mr. Yonas Keffelew will serve as Principal -In -Charge for
<br />this contract and will handle all contractual matters with
<br />the City. He has worked on hundreds of city, county, and
<br />agency projects requiring geotechnical engineering,
<br />materials testing, and construction inspection.
<br />Yonas has more than 16 years of experience working
<br />on public facility, highway / bridge, industrial building,
<br />school, hospital, airport, refineries, pipeline, parking
<br />structures, and port projects. Yonas is well versed
<br />in providing technical support, review of project

<br />correspondence, and field reports for compliance with
<br />project plans and specifications for public projects
<br />through Caltrans, the Department of General Services
<br />(DGS), Division of the State Architect (DSA), the
<br />General Services Administration (GSA), and City /
<br />County agencies.
<br />JASON BARNACHEA I PROJECT MANAGER
<br />Mr. Jason Barnachea will serve as Project Manager
<br />forthis contract. Hewill be responsible for establishing
<br />and maintaining each project's budget, identifying
<br />the required services and the time frames in which
<br />they are expected by the City's Project Inspector and
<br />Manager. Jason will be the primary point -of -contact,
<br />will provide oversight of each project's day-to-day
<br />activities, and will ensure that our team delivers the
<br />required services within the established schedules
<br />and budgets. He will be responsible for staff
<br />assignments and maintaining project controls for
<br />budget, schedule, and document control. Jason will
<br />work closely with the City of Santa Ana's personnel
<br />to coordinate staffing and testing needs.
<br />Jason has more than five years of expertise on
<br />QCP development and oversight and laboratory
<br />experience providing supervision and management
<br />of lab testing and maintaining project specifications.
<br />PRISILA NERI I PROJECT COORDINATOR
<br />Ms. Prisila Ned will be the Project Coordinator for the
<br />RMA Group team. Her role will facilitate operational
<br />efficiency and effective communication between
<br />personnel in the field, laboratory, and office. Prisila will
<br />also track inspection activities and materials testing
<br />operations to facilitate timely completion and verify
<br />that operations are proceeding within the budget
<br />constraints for each particular project. Prisila has more
<br />than five years of experience providing a professional
<br />level of support and experience in the delivery of
<br />reports, fulfilling inspection requests, and a superior
<br />level of customer support that will exceed the demands
<br />of the City. Prisila is OSHA10 Certified, Confine Space
<br />Certified, and Trenching Certified. Prisila's experience
<br />consists of primarily working with cities, counties,
<br />universities, colleges, and school districts.
<br />SLAWEK DYMERSKI, PE, GE I GEOTECHNICAL
<br />ENGINEER
<br />Mr. Slawek Dymerski will serve as Geotechnical
<br />Engineer for this contract. He will oversee the technical
<br />aspects of the geotechnical engineering and soils
<br />engineering task orders executed under this contract.
<br />He is a registered civil engineer and geotechnical
