STATEMENT OF QUALIFICATIONS <br />UNDERSTANDING OF THE SCOPE OF <br />SERVICES <br />It is our understanding that the City of Santa Ana is <br />seeking qualified firms to provide avariety ofgeotechnical <br />engineering related services on an as -needed or "on - <br />call" basis for various Public Works projects and or <br />related to City facilities planned throughout the City. <br />LVITM r&q:jW_1k <br />GEOTECHNICAL ENGINEERING <br />Geotechnical investigation and engineering projects <br />will begin the minute we receive a request from the City. <br />Our first step will be to review the plans, specifications, <br />or other information provided to us. If clarification or <br />strategy is needed, we will engage in discussions or <br />meetings with the City so that we can clearly define our <br />scope of work. This is a great opportunity for us to get a <br />thorough understanding of the project and expectations <br />and to lay out an approach that will deliver a completed <br />product that meets or exceeds the City's needs. <br />Once we have a clear understanding of what is <br />expected of us and how we will approach the project, <br />we will begin preparing an individual task order proposal <br />for the project. The task orders are subcontracts for <br />specific items of work that will be related directly back <br />to our master agreement contract with the City. Our <br />task orders will include a clearly defined description of <br />our scope of work, deliverables, and cost estimates. <br />The scope of work description will include any office <br />or research work performed prior to the project such <br />as reviewing maps or prior reports. It will also include, <br />where applicable, written descriptions of our proposed <br />field work, laboratory testing program, and report <br />preparation. Cost estimates will be prepared using <br />the fees and rates laid out in our master agreement <br />contract. <br />REVIEW, RESEARCH & RECONNAISSANCE <br />Work will commence after a task order has been <br />accepted and RMA Group has been given a notice to <br />proceed. Our first steps in the beginning of the project <br />will typically be office research and site reconnaissance. <br />In the office, our professional staff will review any <br />geologic or geotechnical maps relevant to the project <br />area and will review previous geotechnical investigation <br />or design reports that pertain to the project site. A site <br />reconnaissance will be conducted to determine optimal <br />locations where we will take samples, dig trenches, <br />drill borings, or conduct any other work. During site <br />;r"" <br />RMA Group <br />Every P, oje<t Matters I www.rmacompanles. com <br />reconnaissance, we can mark locations using stakes <br />or spray paint so that they can be easily identified. <br />UTILITY LOCATION & COORDINATION <br />The next steps in a geotechnical project involve utility <br />location and coordination with the City and other <br />involved parties. In accordance with the law, we will <br />notify Underground Service Alert (USA) once we have <br />marked our field exploration locations and inform <br />them that we plan to dig. They will then take the next <br />two business days to notify all companies or agencies <br />with utilities in the area to mark those utilities on the <br />project site. This will need to be coordinated with the <br />City and anyone who might own or manage the site so <br />that the utility locators have access. <br />Some project sites may have utilities or underground <br />tanks that USA will not know about. Depending on the <br />type of property, RMA Group may decide to employ a <br />private utility locator to use ground penetrating radar <br />and other tools to locate utilities. This extra measure <br />can act as a safeguard against drilling through existing <br />utilities, which can result in tens of thousands of dollars <br />in damages. <br />After the utilities have been marked and it is confirmed <br />that there are no utilities at the locations where we <br />plan to excavate or bore, RMA Group will coordinate <br />with all involved parties to schedule a date to perform <br />the field exploration. We will then contact local drilling, <br />excavating, or coring companies and schedule them <br />for the work. Depending on the requirements of the <br />project, we may need to schedule additional staff <br />members or technicians to be on site during the <br />exploration as well. <br />FIELD EXPLORATION <br />When everyone involved in the fieldwork meets on <br />the project site, we hold a brief safety meeting to go <br />over potential hazards and to make sure everyone <br />has the appropriate personal protective equipment. <br />Our investigations will typically consist of drilling <br />or excavating as deep as necessary and taking <br />appropriate soil samples and pavement core samples. <br />When excavating or trenching, we will only be able to <br />take disturbed or bulk soil samples. If drilling using a <br />hollow -stem continuous flight auger, we can take bulk <br />samples, SPT samples, and undisturbed ring samples. <br />The types and quantities of samples we obtain will be <br />dependent on the number of different soils encountered <br />and on our proposed laboratory testing program.
