REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 18, 2018 <br />TITLE: <br />RECEIVE AND FILE NONPROFIT <br />COMMUNITY DEVELOPMENT BLOCK <br />GRANT APPLICATION PROCESS FOR <br />FISCAL YEAR 2019 - 2020 <br />{STRATEGIC PLAN NO. 5} <br />r <br />C Y MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1$' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file nonprofit Community Development Block Grant application process for Fiscal <br />Year 2019 — 2020. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION MEETING <br />At its regular meeting on October 24, 2018, by a vote of 5:1 the Community Redevelopment and <br />Housing Commission recommended that the City Council receive and file the Nonprofit <br />Community Development Block Grant Application for Fiscal Year 2019 - 2020. <br />DISCUSSION <br />As an entitlement jurisdiction the City receives an annual allocation of Community Development <br />Block Grant (CDBG) funds from the United States Department of Housing and Urban <br />Development (HUD) to improve low to moderate -income neighborhoods, eliminate blight and <br />encourage economic development. These funds are used for a diverse range of programs <br />including affordable housing, street improvements, park and public facilities improvements, small <br />business start-up grants, code enforcement and public services. The City's CDBG allocation for <br />Fiscal Year (FY) 2019 - 2020 is estimated to be $5,816,959, based on the current year allocation. <br />The City may use a maximum of fifteen percent of this allocation or $872,543 to fund public <br />service programs provided by nonprofit organizations. <br />On January 2, 2019 staff will release an application for nonprofits to apply for the estimated <br />$872,543 in CDBG funding for FY 2019 - 2020. These amounts are subject to adjustment based <br />upon the actual CDBG allocation from HUD following the approval of the Federal FY 2019 <br />Budget. <br />19D-1 <br />
