City of Santa Ana <br />1.2 SCOPE OF SERVICES <br />The City of Santa Ana is soliciting proposals from qualified ambulance service <br />operators (hereinafter referred to as either "Proposer' or "Contractor") to contract with <br />the City of Santa Ana to provide 9-1-1 Emergency Transportation Service within the <br />territorial jurisdiction of the City of Santa Ana related to operation of the City's <br />ambulance service (the "Contract"). All personnel assigned to perform services under <br />the Contract, whether under the First Tier Service or under the Mutual Aid Contract <br />(each of which is defined below), shall be hereinafter referred to as the "Transportation <br />Personnel." The provision of the First Tier Service and the Mutual Aid Service, together <br />with all of the other services, duties and obligations Contractor may provide under the <br />proposed Contract, shall be hereinafter jointly referred to as the "9-1-1 Emergency <br />Transportation Service" or "9-1-1 Emergency Transportation Services." <br />The details of the 9-1-1 Emergency Transportation Services which must be provided by <br />Contractor under the proposed Contract are as follows: <br />1.2.1 First Tier Service <br />The proposed Contractor will be required to provide, with its own forces, a sufficient <br />number of fully equipped ambulances and Transportation Personnel, so as to provide, <br />in accordance with the County of Orange Emergency Medical Services ("OCEMS') <br />standards and this RFP, all of the City's needs for 9-1-1 Emergency Transportation <br />Service, being able to respond 24 hours a day 7 days a week to all 9-1-1 and other <br />emergencies as required (referred to as the "First Tier Service" or "First Tier'). The First <br />Tier Service will be designed so as to ensure that there are enough of Contractor's <br />ambulances and Transportation Personnel available to meet 100% of all calls for 9-1-1 <br />Emergency Transportation Service in the City of Santa Ana within the response time <br />criteria. The First Tier Service shall meet the OCFA response times and all other <br />requirements of this RFP for the 9-1-1 Emergency Transportation Service. <br />A.
