REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />18, 2018 <br />TITLE: <br />ADOPT RESOLUTION AND <br />AUTHORIZATION TO SUBMIT PROJECT <br />W BUS STOP AMENITIES IMPROVEMENT <br />GRANT FUNDING APPLICATIONS <br />{STRATEGIC PLAN NO. 6, 1G} <br />i� II <br />Cry 9ANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1"Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution authorizing the submission of grant applications to the Orange County <br />Transportation Authority to fund bus stop amenity improvements under the Fiscal Year 2018- <br />2019 Project W program. <br />DISCUSSION <br />In November 2018, the Orange County Transportation Authority (OCTA) issued a call for projects <br />under the Measure M2 Comprehensive Transportation Funding Program Safe Transit Stops <br />(Project W) application process for 2019. Project W provides funding for passenger amenities at <br />the 100 busiest bus stops in Orange County, 39 of which are located in Santa Ana. Funding in <br />the amount of $3 million in Measure M2 Project W funds will be available during this second cycle <br />of funding allocations. Four of the 39 busiest bus stop locations have been built utilizing prior <br />funding, which leaves the remaining 35 identified locations currently unfunded. <br />In April 2014, the Public Works Agency was successful in being awarded $687,519 during the <br />first round of Project W funding. This enabled the installation of 29 new transit shelters citywide. <br />In the current 2019 call for projects, the City will pursue funding to improve 35 bus stop <br />locations that currently do not have bus shelters. Eligible improvements include bus shelters <br />or shade structures, seating, waste receptacles, ad displays, bus stop lighting, information <br />displays, installation of electric services on bus shelters, and minor improvements to sidewalks. <br />OCTA requires a resolution from the City to submit the funding applications and to accept <br />awarded funds. It is anticipated that local agencies submitting applications will be notified of <br />Project W funding recommendations by OCTA in early 2019. Given the need for additional safe <br />transit bus facilities, staff recommends that the City Council adopt a resolution authorizing <br />submittal of these project applications for funding, and direct staff to incorporate the projects into <br />the Capital Improvement Program budget for Fiscal Year 2018-19. <br />55A-1 <br />
