Noted <br />redistricting and redrawing process is difficult for many cities and process <br />cannot extend the term of any councilmember. <br />Mayor Pro Tem Martinez, noted history of opposition to ward map process, <br />ultimate support to limit liability exposure, and extensive research <br />performed to choose map with least negative impact. Opined there was no <br />malicious intent in choosing proposed ward map, difficult decision to find a <br />map that would least impact all, and Ward at issue will be up for re-election <br />in 2020. <br />Councilmember Tinajero, requested City Attorney to clarify the reason <br />behind having an election in 2020. <br />City Attorney Carvalho, noted settlement agreement required creation of a <br />new district in which the Asian voters would have an opportunity to elect a <br />representative of their choice. <br />Councilmember Tinajero, noted Asian community was split into three <br />wards. <br />City Attorney Carvalho, primary issue was ward boundaries as defined <br />would not allow community to elect a candidate of their choice. Noted <br />Measure AA as presented to voters disclosed current ward boundaries were <br />drawn in the 2010 census and opportunity for voters to review item in detail. <br />Councilmember Tinajero, cautioned all from moving away from facts. Noted <br />settlement terms required ward with largest Asian population to be placed <br />on the 2020 election cycle. <br />City Attorney Carvalho, stipulated judgment took away the decision from the <br />City to place the ward with the largest Asian population on the 2020 election <br />cycle. <br />Councilmember Tinajero, Council acted in the best interest of the City, City <br />would have lost litigation, and ward based election was presented to the <br />voters to decide. <br />Councilmember Villegas, noted difficulty in deciding on a proposed map and <br />Council did the best job they could. <br />CITY COUNCIL MINUTES <br />10A-6 <br />DECEMBER 4, 2018 <br />
