REPORT ON THE EFFECTIVENESS OF THE HOUSING OPPORTUNITY <br />ORDINANCE AND NEXT STEPS IN DEVELOPING POLICY OPTIONS <br />FOR FUTURE CONSIDERATION {STRATEGIC PLAN NO 5, 3} — <br />Community Development Agency and Planning and Building Agency <br />Council discussion ensued: <br />Mayor Pro Tem Martinez, asked staff to provide update and future policy <br />considerations. <br />Planning and Building Safety Executive Director Minh Thai, noted ordinance <br />was adopted in November 2011, stipulated review timeline set for <br />December 31, 2018, and review indicates ordinance has been unsuccessful <br />in creating affordable housing within a mixed income environment. <br />Recommendation to reach out to housing community to evaluate potential <br />improvements to ordinance and will provide City Council with refinements <br />in three months. <br />The following spoke on the matter: <br />Isuri Ramos, on behalf of Kennedy Commission, expressed support of <br />Housing Opportunity Ordinance. <br />Council discussion continued: <br />Councilmember Solorio, directed staff to research program flexibility and <br />possibility to focus on rehabilitation projects in addition to single family and <br />new construction projects.
