REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 15, 2019 <br />TITLE: <br />PUBLIC HEARING — ADOPT A ZONING <br />ORDINANCE AMENDMENT NO. 2018-04 TO <br />AMEND SEVERAL SECTIONS OF CHAPTER <br />41 OF THE SANTA ANA MUNICIPAL CODE <br />AND SECTIONS OF SPECIFIC <br />DEVELOPMENT NO. 19 AND SPECIFIC <br />DEVELOPMENT NO. 40 — CITY OF SANTA <br />ANA, APPLICANT <br />{STRATEGIC PLAN NO. 3,2; 5,3) <br />1'7:: <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />It is recommended that the City Council adopt an ordinance approving Zoning Ordinance <br />Amendment No. 2018-04. <br />PLANNING COMMISSION ACTION <br />At its regular meeting on December 10, 2018, the Planning Commission by a vote of 5:0 <br />(Alderete absent) recommended that the City Council adopt an ordinance (Exhibit B) approving <br />Zoning Ordinance Amendment (ZOA) No. 2018-04 amending several sections of Chapter 41 <br />(Zoning) of the Santa Ana Municipal Code (SAMC) and sections of Specific Development No. 19 <br />(SD-19)/French Park and Specific Development No. 40 (SD-40)/Heninger Park. The Planning <br />Commission made no changes to the recommendation outlined in the attached staff report <br />(Exhibit A). <br />DESCRIPTION <br />Staff is requesting approval of several amendments to Chapter 41 (Zoning) of the SAMC and <br />sections of SD -19 and SD -40 to provide greater oversight and public input for certain developments, <br />streamline certain processes, clarify and revise certain language and standards, and update code <br />provisions to address current development, economic and housing trends. <br />The proposed amendments are described and analyzed in Table 1: Summary of Amendments, <br />below. <br />75A-1 <br />
