Approve Appropriation Adjustments for HUD-VASH and Mainstream Voucher Programs <br />January 15, 2019 <br />Page 2 <br />purpose vouchers through the Housing Choice Voucher (HCV) program dedicated to serve non - <br />elderly persons with disabilities who are transitioning out of institutional or other segregated <br />settings; at serious risk of institutionalization; homeless; or at risk of becoming homeless. The <br />program is designed to further the goals of the Americans with Disabilities Act (ADA) by assisting <br />persons with disabilities to live in the most integrated setting. On September 24, 2018 the <br />Housing Authority was awarded $585,384 in budget authority to support 50 Mainstream <br />Vouchers for homeless, non -elderly persons with disabilities. <br />HUD's funding allocations did not align with the City's fiscal year. During the preparation of the <br />FY 2018-19 budget, Information regarding the new allocations of the HUD-VASH and <br />Mainstream Program Voucher funds were not available from HUD. These appropriation <br />adjustments approve and recognize the award of funds from HUD. City Council/Housing <br />Authority was previously notified of the awards in two notable communications from the City <br />Manager. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of these items assists the City in meeting Goal #4 — City Financial Stability, Objective <br />#1 (Maintain a stable, efficient and transparent financial environment) and Goal #5 — Community <br />Health, Livability, Engagement & Sustainability, Objective #3 (Facilitate diverse housing <br />opportunities and support efforts to preserve and improve the livability of Santa Ana <br />Neighborhoods). <br />FISCAL IMPACT <br />Approval of the HUD-VASH Program appropriation adjustment will recognize $2,183,924 in <br />revenue account (no. 13618002-52000) and increase the FY 2018-19 Housing Assistance <br />Payment expenditure account (no. 13618760-69158) by the same amount. <br />Approval of the Mainstream Housing Choice Voucher Program appropriation adjustment will <br />recognize $585,384 in revenue account (no. 13818002-52000) and increase the FY 2018-19 <br />Housing Assistance Payment expenditure account (no. 13818760-69158) by the same amount. <br />Steven A.
