I. INTRODUCTION / PROJECT DESCRIPTION <br />Nature of Work: <br />The City of Santa Ana is seeking PROPOSALS from professional engineering firms to <br />provide professional engineering design services. A detailed Scope of Work is included in <br />the Appendix of this RFP as Attachment 1. <br />Number of Proposals and Sienature <br />Five (5) hard copies are required to accompany an electronic submittal of the complete <br />qualification package on PlanetBids. One of the hard copies shall be marked as <br />"ORIGINAL" and shall be signed by a company official with the power to bind the company <br />and submitted to the City of Santa Ana. Please be explicit in identifying the appropriate <br />person with legal authority to bind the company. <br />The Statement of Qualifications shall be limited to a maximum of ten (10) sheets of double - <br />sided or twenty (20) sheets of single -sided pages (including all exhibits, but excluding front <br />and back covers, section dividers and attachments such as resumes, forms). Font size shall <br />be minimum 11 -point Arial. Exhibits shall be maximum 11" x I7". <br />Proposal Evaluation and Ratine: <br />The criteria for evaluating the RFP submitted will take the following items into <br />consideration: <br />I. Firm and Team Experience 25% <br />II. Understanding of Need 25% <br />III. Creative Concepts 20% <br />IV. Relevant Project Experience 20% <br />V. Reference 10% <br />The City has established a proposal review committee to evaluate proposers based on the <br />response to the RFP, which includes adherence to outlined directions and format, and the <br />City evaluation criteria set forth above. A final score will be calculated for each submitted <br />proposal and used to rank the firms. <br />After ranking, cost negotiations may begin with the most qualified consultant and only their <br />cost proposal will be opened. Should negotiations fail or result in a price that the City does <br />not consider fair and reasonable, negotiations will be formally terminated and the City will <br />then undertake negotiations with the second most qualified consultant. If the negotiations <br />with the second most qualified firm are not successful, negotiations with the third most <br />qualified consultant, and so on, until the price is determined to be fair and reasonable by the <br />City. <br />City of Santa Ana RFP 18-072 <br />P?SG-8 <br />
