Commitment of Affordable Housing Funds and PBVs to National CORE and Mercy House <br />January 15, 2019 <br />Page 2 <br />Methodist Church affordable housing project located at 609 N Spurgeon Street, Santa <br />Ana, CA 92701. <br />2) Recommended that the Housing Authority approve an award of eight (8) project -based <br />vouchers and authorize the Executive Director of the Housing Authority to execute an <br />Agreement to Enter into a Project -Based Vouchers Housing Assistance Payments <br />Contract with National CORE for the development of the Santa Ana United Methodist <br />Church affordable housing project. <br />DISCUSSION <br />On June 19, 2018, the City Council authorized the Community Development Agency (CDA) to <br />release a Fiscal Year 2018 — 2019 Request for Proposals (RFP) to develop affordable rental and <br />ownership project(s) in the City of Santa Ana with available funds from the HOME Investment <br />Partnerships Program (HOME), Community Development Block Grant Program (CDBG), Project <br />Based Voucher Program (PBV), Inclusionary Housing Fund, and Housing Successor Agency <br />Fund. The RFP also included land assets currently owned by the Housing Authority of the City of <br />Santa Ana. The RFP was drafted in compliance with the City's Affordable Housing Funds <br />Policies and Procedures adopted by City Council on March 20, 2018. <br />On July 2, 2018, CDA issued RFP # 18-056 for Affordable Housing Development. The RFP was <br />published on both the City and Housing Authority's websites; a public notice was published in the <br />OC Register on July 2, 2018; an e-mail was sent out by Orange County's largest affordable <br />housing membership associations including the Kennedy Commission, 2-1-1 Orange County, <br />and Southern California Association of Nonprofit Housing; and an electronic letter was e-mailed <br />to interested developers and nonprofit organizations who had previously requested to be <br />informed of development opportunities on CDA's RFP Process Database. <br />The first annual deadline for the City's RFP # 18-056 for Affordable Housing Development closed <br />on Wednesday, August 15, 2018 at 5:00 p.m. The City received thirteen (13) proposals prior to <br />the deadline. The affordable housing developers that submitted a proposal are: <br />Affordable Housing Developer <br />Cesar Chavez Foundation <br />Chelsea Investment Corporation <br />Community Development Partners — 2 Proposals <br />Community Housin Works <br />Habitat for Humanity of Orange Count <br />HomeAid Orange Count <br />Jamboree Housing — 2 Proposals <br />National Community Renaissance & Mercy House Living Centers <br />Orange Housing Development Corporation & C&C Development, LLC <br />Related California <br />LINC Housing Corporation <br />After the deadline, staff conducted a minimum threshold review of each proposal to ensure the <br />proposal complied with all of the minimum requirements in the RFP. Following the minimum <br />threshold review, staff formed a Review Panel that consisted of the Executive Director of the <br />80A-2 <br />
