INSURANCE NOT ON FILE A-2018.290 <br />WORK MAY NOT PROCEED <br />CLERK OF COUNCIL <br />DATEJAN 14 2919 <br />© FIRST AMENDMENT TO EMERGENCY SOLUTIONS GRANT <br />SUBRECIPIENT AGREEMENT BETWEEN THE CITY OF SANTA ANA AND <br />MERCY HOUSE LIVING CENTERS, INC. <br />(24 CFR Parts 91 and 576) <br />THIS FIRST AMENDMENT TO THE EMERGENCY SOLUTIONS GRANT SUBRECIPIENT <br />AGREEMENT is entered into this day of December, 2018, by and between the City of Santa Ana, a <br />charter city and municipal corporation of the State of California (" City's, and MERCY HOUSE LIVING <br />CENTERS, INC., a California nonprofit organization C'Subrecipient"). <br />RECITALS <br />A. On July 1, 2018, the City entered into an Emergency Solutions Grant Subrecipient Agreement <br />#A-2018-133-04 with Subreciplent to provide Emergency Funds from the United States <br />Department of Housing and urban Development (HUD) to be used in the operation of an <br />emergency solution program for the homeless or at risk of homelessness of the City of Santa <br />Ana ("said Agreement"). <br />B. In an effort to support individuals exiting the Link Emergency Homeless Shelter, $44,000.00 <br />will be reallocated to Mercy House Living Centers, Inc. for Rapid Re -Housing activities that <br />will include housing navigation and security deposit assistance for homeless individuals to exit <br />the Link. To secure most apartments, generally landlords and property managers require a <br />security deposit and could also require a payment of the first and last month's rent before the <br />tenant can receive their keys, These hefty deposits can be obstacles for individuals exiting the <br />shelter. The additional ESG funds will provide the necessary assistance many need to be <br />successful in securing a unit. <br />C. In accordance with the terms and conditions of said Agreement, the parties desire to amend <br />said Agreement to increase funds to the Subrecipient, which need to be spent by June 30, 2019. <br />NOW THEREFORE, in consideration of the mutual and respective promises, and subject to the <br />terms and conditions of said Agreement, except as herein modified, the parties agree as follows: <br />1. Paragraph 5, shall be amended to increase funding to Subrecipient by $44,000.00, which <br />will go to Rapid Re -Housing activities funds, for a total of $104,985.00. The new total sum <br />shall not exceed $161,736.50 in grant funding. <br />2. Section I, subsection A, shall be amended to add the specific tasks required of the additional <br />funds, which will be applied to Rapid Re -Housing activities, including housing navigation <br />and security deposit assistance for homeless individuals to exit the Link. <br />3. Section HI, shall be amended to increase funding to Subrecipient by $44,000.00, for a total <br />sum not to exceed $161,736.50. Subrecipient's new budget for these additional funds is <br />attached hereto as Exhibit A and incorporated herein by reference. <br />
