jmf 1/16/19 <br />RESOLUTION NO. 2019 -XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE CENTRAL SANTA ANA <br />COMPLETE STREETS PLAN <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. The term "Complete Streets" describes a comprehensive, integrated transportation <br />network with infrastructure and design that allows safe and convenient travel along <br />and across streets for all users, including pedestrians, users and operators of <br />public transit, bicyclists, persons with disabilities, seniors, children, motorists, <br />users of green modes, and movers of commercial goods. <br />B. The Santa Ana City Council recognizes that the planning and coordinated <br />development of Complete Streets infrastructure provides benefits for local <br />governments in the areas of infrastructure cost savings, public health, and <br />environmental sustainability. <br />C. The City Council also acknowledges the benefits and value for the public health <br />and welfare of reducing vehicle miles traveled and increasing transportation by <br />walking, bicycling, and public transportation. <br />D. On March 3, 2015, the City Council recognized an Active Transportation Program <br />grant from the California Transportation Commission for the development of a <br />Complete Streets Plan in Central Santa Ana. The Plan was completed, with the <br />assistance of community outreach, in November 2018. <br />E. A balanced transportation system that includes Complete Streets is conducive to <br />streets that are lively with people walking and bicycling to everyday destinations, <br />such as schools, shops, restaurants, businesses, parks, transit, and jobs, which in <br />tum enhances neighborhood economic vitality and livability. <br />F. Numerous California counties, cities, and agencies have adopted Complete <br />Streets plans, policies, and legislation in order to further the health, safety, welfare, <br />economic vitality, and environmental well-being of their communities. <br />Exhibit 3 Resolution No. 2010,)= <br />Page 1 of 3 <br />55A-7 <br />
