Authorize the City Manager and Clerk of the Council to execute an agreement with the <br />Orange County Sanitation District for the transfer of certain local sewer systems to the City of <br />Santa Ana, subject to nonsubstantive changes approved by the City Manager and City <br />Attorney. <br />2. Approve an Appropriation Adjustment recognizing revenue from the Orange County <br />Sanitation District in the amount of $23,229,000 into the Sewer Capital Recovery Revenue <br />Account, and appropriating the same into the Sewer Capital Recovery—Reserve Appropriation <br />Expenditure Account. <br />DISCUSSION <br />The City of Santa Ana sanitary sewer system is comprised of approximately 390 miles of sewer <br />mains, 2 sewer lift stations, 48,500 sewer laterals, and 8,000 sewer manholes that collectively <br />convey all sewer effluent from the city to the Orange County Sanitation District (OCSD). The <br />OCSD owns and maintains approximately 54 miles of sewer trunk lines within the City of Santa <br />Ana, which act as main arteries to the treatment plant accepting wastewater from the City's <br />collection system. <br />On July 27, 2011, the OCSD Board of Directors approved Resolution 11-11 (Exhibit 1) adopting <br />a policy regarding the transfer of OCSD local sewers. OCSD staff was directed to work with <br />cities and local sewer districts to transfer certain OCSD sewer facilities that met their definition of <br />local sewers: primarily sewers that started and terminated within a single city or district and <br />sewers that directly connect and serve private sewer laterals. <br />Staff has been working with OCSD staff since 2012 to identify and evaluate which OCSD sewer <br />mains could be transferred to the City on mutually beneficial terms. OCSD staff has identified <br />nine pipeline reaches (Reaches A through 1) totaling approximately 17 miles of pipeline ranging <br />in size from 8" to 33" and aged between 42 and 66 years old (Exhibit 2). City staff, with the help <br />of an engineering consultant, evaluated the nine reaches to determine the risks, costs, and <br />benefits associated with the potential transfers.
