Section 3. GENERAL PLAN CONSISTENCY. Pursuant to California <br />Government Code section 65867.5(b) and based on the entire record before the City <br />Council, including all written and oral evidence presented to the City Council, the City <br />Council hereby finds that the Development Agreement is compatible with the objectives, <br />policies, and general plan land use programs specified in the General Plan for the City <br />of Santa Ana in that: <br />A. The City of Santa Ana has officially adopted a General Plan. <br />B. The land uses authorized by the General Plan Amendment, and the General <br />Plan Amendment itself, are compatible with the objectives, policies, general <br />land uses, and programs specified in the General Plan, for the following <br />reasons: <br />The existing General Plan land use designations for the project is <br />Professional and Administrative Office (PAO), which allows business and <br />professional offices; with a floor area ratio of 1.5. In order to facilitate the <br />construction of a multi -family housing Project with a maximum floor area <br />ratio of 2.28, the land use designation needs to be changed to District <br />Center (DC), which create a high intensity, mixed-use urban villages and <br />pedestrian -oriented experiences that support the mid- to high-rise office <br />centers, commercial activity, and cultural activities with floor area ratios <br />ranging from 0.5 to 5.0. <br />ii. The proposed Project will support several goals and policies of the General <br />Plan. <br />Housing Element (HE) Goal 2: to create diversity of quality housing, <br />affordability levels, and living experiences that accommodate Santa <br />Ana's residents and workforce of all household types, income levels, <br />and age groups to foster an inclusive community. <br />HE Policy 2.2 District Centers. Create high intensity, mixed-use urban <br />Villages and pedestrian -oriented experiences that support the mid- to <br />high-rise office centers, commercial activity, and cultural activities in the <br />varied District Centers. <br />HE Policy 2.4 to facilitate diverse types, prices and sizes of housing. <br />Housing Element (HE) Goal 4: to provide adequate rental and <br />ownership housing opportunities and supportive services. <br />The Project will provide 476 rental housing units. The amendment will <br />expand the District Center designation and provide a connection <br />between the existing District Centers to the north and south of the site <br />by providing a residential development that will support a mixed-use <br />environment. <br />Ordinance No. 2019-xx <br />Page 3 of 7 <br />75E-121 <br />
